Descendant of Soramaro almost lets you stack your deck on need.
Rayne, Academy Chancellor draws lots of cards.
Serendib Sorcerer saves you from tight spots and it's politic.

I've been looking for other things that can do what top does:
- Crystal Ball is the most obvious replacement for Sensei's Divining Top .
- Descendant of Soramaro can work, but it's slow. It will die to Lightning Bolt if you don't have at least a few cards in hand and 2 mana open after casting it.
- Eldrazi Displacer , and any card with an ETB scry ability like Sage of Epityr , Augury Owl or Riverwise Augur .
- Leyline of Anticipation obviously works with any sorcery-speed scry like Mystic Speculation .
- Doom Whisperer seems like the most promising: with Counterbalance in play, it would be almost impossible to deal with; you could just pay life to surveil until you find what you need.

As for how to win with Rashmi, that's up to you, because getting free spells is ludicrous enough to win regardless of strategy, so I won't suggest much in that regard.

Ideally, of course, it'd be a Simic Spirit...since those don't exist, I might suggest Rashmi. She is INSANE value with minor deckbuilding concessions like Future Sight or Descendant of Soramaro (very in-theme here). And you can use instant-speed Arcane stuff to double the value on your opponent's turn.
As a random side note, last weekend my brother untapped with Rashmi and Future Sight up, and I had exactly one turn to avert disaster helming Oloro. In desperation, I played Enigma Sphinx...only to turn up Saheeli's Artistry...I was totally channeling the heart of the cards, I think.

Well if no one else mentions it i will...
Scry effects tend to only reach the shallow top of the deck in modern, while cards that don't allow you to "put on the bottom of your library" di a lot deeper.
Cards like Index, Sage of Epityr are both pretty good cards.
They are as good as scrying, if you have a good number of fetch lands in the deck since you will get what you need from your stacked deck, then shuffle away the rest - the drawback is that too much fetch lands will make you trade between shuffling away wanted cards or playing lands on curve.
Is there a reason why no one mentions Counterbalance?
We have SOME pseudo Sensei's Divining Tops, like Crystal Ball, Hedron Alignment, Riddleform, Darksteel Pendant, Seer's Lantern, Descendant of Soramaro.Its worth it if we are able to float a 1 and a 2 cmc card on the top 3. that allows countering most removal and hate cards (not to mention dealing with stuff like affinity) - and wins counter wars by countering the cheap counters the opponent plays.
In my humble opinion Crystal Ball > Nissa, Steward of Elements, since it allows tinkering with the library at instant speed, thus facilitates Counterbalance.
And any and all instant speed scry AND DRAW effects are really potent with miracles - cards like Condescend are worth casting for X=0

So big stuff and ramp.
Descendant of Soramaro is a fun effect. Kefnet the Mindful helps top up hand. Jushi Apprentice can have some political elements. Meishin, the Mind Cage has some nice political aspects to it. The Great Aurora can be a win con if you are ahead hand size wise. Alhammarret's Archive pulls you ahead hard. Venser's Journal keeps your life topped up.
I would go for 36 lands. 8 pieces of ramp, mana rocks etc.

What is your favorite blue deck manipulation? I ask because I'm considering ways to take advantage of Thassa, God of the Seas scry effect. I'm thinking in the spirit of Descendant of Soramaro and Discombobulate. I can set it up so that the scry effect can be used more effectively to get rid of what I don't need, and get me swinging with monsters faster.
