Can i play crumbling necropolis in a B/R commander deck ( Mogis) ?

Nope. Since Crumbling Necropolis can produce blue, which is not in your commanders color identity, it is not legal to play in your deck.

However, you can still play City of Brass and tap it for green if you like or put in a Scalding Tarn. Even though Scalding tarn clearly has blue and red on the card, what matters is that there are no on the card. That means the card has no color identity. It's for this reason that you can't play Temple of Epiphany in the deck.

So similarly, no Darigaaz's Caldera in Omnath, Locus of Rage? This is disappointing.

BS-T No. But their is many dual lands available. You can also play Mana Confluence, Exotic Orchard, Rupture Spire, Unknown Shores. Many kind of color fixing lands.

The best core would be Stomping Ground, Sheltered Thicket, Cinder Glade, Taiga and multiple Fetchlands + Basics. I would not always recommend using all of this, especially because it's not cheap $. But Omnath, Locus of Rage want as much Landfall as possible. Go with your budget.

You can also check Omnath's list on manabasecrafter here
