I know they aren't the cheapest cards but Ashiok, Nightmare Weaver and the new god Phenax are pretty good at milling. Ashiok in particular is fun because even if you don't grab creatures with her, you will stop your opponent hitting land drops or using other spells they want to cast. There's also Mirko Vosk, Mind Drinker and Consuming Aberration that can do some work. Higher mana costs but pretty good. Pilfered Plans allows you to draw cards as well as mill your opponent so might be worth a look.

If I can think of anything else I will let you know! I was trying to make a mill deck recently so I'm sure I have forgotten stuff.

Ah my bad, sorry! In that case have a look at Cloudfin Raptor for your one drop. Evasion and will grow bigger so might be a good target for hidden strings?

Its possibly my favourite blue card and it makes me sad i have a playset I don't use!

This is pretty sweet my only suggestion would be Flitterstep Eidolon in place of Phantom Warrior incase you don't see a Thassa, God of the Sea in later game you can slap the Bestow on whichever you need

With such a strong blue base you might as well throw in 4x Master of Waves ...

Or, splash black for Mind Grind and use Devotion to start some big time milling with Mind Grind and Nykthos, Shrine to Nyx

1.Tap all of the Island for 4 U mana.

2.Spend 2 mana to cast Hidden Strings targeting Mindreaver and any other permanent.

3.While Hidden Strings is on the stack, Activate Nykthos, Shrine to Nyx 's devotion ability. (Adding 6 U mana)

1. After Nykthos, Shrine to Nyx resolves but before Hidden Strings does, activate Meletis Charlatan to copy Hidden Strings . This time targeting Meletis Charlatan and Nykthos, Shrine to Nyx .

2. After the copy of Hidden Strings resolves repeat steps 3-5 until you have 50 or so mana in the mana pool.

3. Continue to activate Meletis Charlatan to copy Hidden Strings targeting Meletis Charlatan and Mindreaver until your opponents library is gone.
