The biggest thing is to get Thassa onto the board. Then, you drop things like Agent of Treachery and on your turn to steal two things and they can't answer. Teferi's there to make sure this happens. Cloudkin Seer, Risen Reef, Cavalier of Gales, Cavalier of Thorns, and Leafkin Druid are all elementals, and when bouncing with Thassa can be quite strong. Fblthp is there to kick off your gas and find you Thassa as soon as possible. Cavalier of Gales not only provides blue devotion to Thassa, but also digs deep, has a great body and is really good to bounce with Thassa, while Cavalier of Thorns helps you ramp into Agent of Treachery as quickly as possible. Brazen Borrower is there because she's just that good.
