Director Isshin's Cut...

Nice updates, they're pretty similar to the ones I made. I'm really interested in seeing how Craig Boone does; he hasn't really popped up in any of the gameplay videos I've seen so far.

I started a Duskana brew about a month ago, and Illustrious Wanderglyph was definitely one of those ones I had to double take on lol.
Karmic Guide is another card that's good on its own, but gets that much more pushed with Delney & Duskana (if you don't sac it). Karmic Guide could also open up some combo options with Kiki Jiki and something like Goblin Bombardment, but that might be too niche for inclusion.

Cool deck! The only thing I wanted to recommend as a potential addition is Illustrious Wanderglyph as an option to go a bit wider if needed.

I think you could cut the following Dragons:
-
Shivan Dragon for sure. Sadly, not the threat it once was in its early MtG heyday. Definitely could be a swap with Scourge like you mentioned.
-
Furyborn Hellkite - mostly because its a 7 drop that is heavy on Red mana in a 3 color deck. It lacks Haste, so it sits there being big and menacing.
-
Maybe cut Mirrorwing Dragon? I recognize you have some combat tricks you could target with it, or it dissuades targeted removal at it. It feels like Tori D'Avenant, Adriana, or Skyhunter Strike Force could anthem up your team a bit more reliably.

I'd agree with most of the swaps that king-saproling recommended. I think Grim Reaper's Spring could likely stay though, as I imagine that it will likely come down for its Morbid cost in a lot of cases.
I'd recommend adding Galvanic Arc as a means of bolting down a board, or sending all of that damage at someone's face if their board is big enough.
The Rune of Sustenance in your Maybeboard can maybe be a swap with Holy Mantle, mostly because you already have some cheaper Pro-Creature options.
As alluded in my comment on my page, part of what made this commander feel clunky is that you have to track the Aura copies in addition to all of the creature tokens you might have on board. From having playing Gylwain, Casting Director, with his Aura Roles, this can be kind of annoying if you don't have dry erase tokens on hand.

No prob! I figured the Fallout knights might be a bit more "off theme" based off their appearances more than anything.
If you swap out some dragons, one of those slots could maybe go to Shanid, Sleepers' Scourge, and some of those other dragon slots could go to other Legendary Knights that are on-color, and would be supported by Shanid's Menace anthem and draw. Some of them are kinda specific, but others are a bit more generically good:
-
Inti, Seneschal of the Sun - An interesting draw piece that creates impulse draw whenever you discard
-
Adeline, Resplendent Cathar - She's a bit pricier, but with good reason. She can hang back while you attack with other creatures and she spits out tokens to quickly build up board presence.
-
Skyhunter Strike Force - Not a legend from the link above, but still a great card. Essentially a mini Adriana, Captain of the Guard.
-
Eowyn, Fearless Knight - Removal on a stick that gives your Legendary creatures protection from the colors of the creature she exiles.
-
Tori D'Avenant, Fury Rider - She gives some pseudo-Vigilance, trample, and +1/+1 antheming when she attacks.
-
Adriana, Captain of the Guard - Another keyword anthem that can get you up to +3/+3 on your team if you swing at everyone.

As far as I know, I think the additional copies from Anointed Procession would still enchant the other attacking creatures.
I'm going to call on more knowledgeable rules folks like wallisface, Rhadamanthus, & Gidgetimer to weigh in to give you a moe definitive answer.

I think based on Three Dog's wording, all of the Aura copies would enchant each other attacking creature.

I haven't had a chance to test any of these irl yet Last_Laugh. People's schedules haven't lined up and all that, so haven't proxied anything yet.
From lots of goldfishing some of the new stuff over the past week, I've generally liked the pacing of what I currently have included. ED-E seemed kinda slow and vulnerable to removal from creature & artifact removal for my tastes. In terms of the other stuff though:
-
Craig Boone, Novac Guard - A personal favorite character from Fallout NV. I do like the option for potentially repeatable targeted removal on creatures, or opponents can take it to the face if they don't want their commander or value creature removed. The damage will balloon, & Lifelink makes it enticing.
-
Kellogg, Dangerous Mind - An upgrade for any decks that were running Captain Lannery Storm. I doubt I'll use the creature theft option, I just really like the Haste and First Strike on a 3/2 body.
-
Paladin Elizabeth Taggerdy - Probably the one I'm most iffy about since I've removed Fireflux Squad and Winota in the past. I like the exploration of the design space with other stuff like Ilharg, Shadowfax, Lord of Horses, and Arni Metalbrow. At baseline, I like that Taggerdy is another source of draw, & her Cheat In ceiling goes up with the power anthems in most Isshin decks.
-
Caesar, Legion's Emperor - Could become a staple for Isshin token decks. Each modal option is very relevant to what these decks want to do, & they typically have the tokens to spare.
Like I wrote in the Fallout Updates blurb, I think Pip-Boy 3000 might be a potential replacement for Sword of the Animist in decks that are still running it, mostly for the utility options. I doubt I'll run it, but it's there.

#1To help address vulnerability to removal & wraths, it could be worth it to maybe swap out Suture Priest for Umbra Mystic.
If you're looking to still have some ping damage that can be removal or hit faces, then Galvanic Arc might be worth a look.
