Can you tap Orzhov Basilica before bouncing a land?

For example, if you have an Amulet of Vigor on the battlefield. You get to choose which ability resolves first right? So it is untapped, then you tap it for mana coz tapping for mana doesnt use the stack, then you bounce a land? Sounds incredibly broken in a landfall deck since you can keep bouncing itself and still get the mana

Yes, this is true. There's been decks built around the principle, actually.
Want to know what feels more broken? Amulet of Vigor's ability is a triggered ability. That means multiples of them aren't redundant - they all set up triggers when a land EtBs tapped. So if you have two Amulets out there and play one Orzhov Basilica, you get two "untap this" triggers - which means you can actually untap -> tap for WB -> untap -> tap for WB -> return to hand, netting you 4 mana, and of course it gets sillier if there's more.

Then you just need something that allows you to play multiple lands/turn and you're into infinite combo territory...preferably not Fastbond since its barely legal even in Vintage. Azusa, Lost but Seeking is a start

Yeah, Ravnica's Karoo lands are actually great. They're just not free rolls - you have to do a little bit to make them really worth it. Luckily that "little bit" isn't much. Besides the fact that they'll fix your mana for you, anything that untaps lands is abusable with them - Candelabra of Tawnos / Magus of the Candelabra, Garruk Wildspeaker, Rewind / Snap / Palinchron / Peregrine Drake / Great Whale, to name a few. Even if you're not "abusing" them, they're still solid cards, as long as you don't clog your deck with too many of them.

They're mostly great in Commander - while you're even in land drops and mana produced (assuming you don't abuse with Snap et al), you have one more actual card in hand. If you didn't have a Karoo land, to be at the same mana one of your sexyawesome spells like Recurring Insight or Sword of Light and Shadow would have to have been something boring like a basic land.

Without the amulet they're slow though. 1 mana on turn 2. The lands can almost be considered a 2drop haha
