Good UB Control/Delve Shell

What is a good Dimir control shell? I don't play much modern, so I'm out of the loop here.

Jace, second of his name, The unbanned, devastator of wallets, warper of formats, and sculptor of minds, seems to be important these days.

Other than that, you can probably go with the "usual" stuff - a mix of hand disruption like Thoughtseize and Inquisition of Kozilek, counterspells like Logic Knot and Cryptic Command, removal like Fatal Push, sweepers like Damnation and card advantage like Snapcaster Mage and Dark Confidant. Oh, and Liliana of the Veil, too. Add to that lands like Watery Grave, Polluted Delta and Creeping Tar Pit, and a bit of card selection, like Serum Visions and/or Opt, and you should be running along just fine.

Between Savor the Moment and Cryptic Command, is one considered better than the other?

Yes. I don't think I've ever seen Savor the Moment played (you need to have a very well-defined plan with a non-untapping extra turn), but Cryptic Command sees lot of play, because it's close to a universal answer and as long as you have enough blue mana in your deck, it will be useful (excepting merfolk decks).

Cryptic Command is amazingly good. It can save your life with the tapping down of all creatures. A favourite play of the mine is to play it in opponents' end step, bouncing my own Snapcaster Mage back to hand and drawing a card.

Now the opponent knows that you have the mage, and that you can recast the Cryptic Command or anything else from your graveyard, forcing them to play around that in addition to your other answers.
