Of all the mythical creatures werewolves were, for as long I can remember, my favorite of all the species.

My problem for the transform mechanic of this game is that I play 4v4 edh and everyone is always casting spells. Is there a way to reduce my opponents resources or abilities to cast spells?

Also is there anymore cards like Moonmist or Waxing Moon that can transform cards?

Or cards like Immerwolf to keep them transform?

I have not picked the General yet.

I have no specific color in mind (although gruul seems to be the best pick or at the very least a color combination that can include gruul).

No limit in the budget, old cards, new cards, cheap and new cards are all accepted.

Use a commander and use things like Eidolon of Rhetoric, Ethersworn Canonist, Rule of Law, and Curse of Exhaustion.

Land destruction is also another option... though friends are nice too.

Some potential commanders for you:

Ruric Thar, the Unbowed punishes people for casting spells.

Gahiji, Honored One political tool and power boost for your own onslaught. Also works with the suggestions above.

Marath, Will of the Wild and Zacama, Primal Calamity act as a mana sink so you can still do things and not cast spells.

Bruse Tarl, Boorish Herder & Sidar Kondo of Jamuraa offer some evasion and extra oomph. You could also look into a different partner combination to add a forth color... then your land base gets more expensive though.

The other thing to consider is cards that will give your creatures flash (e.g. Vedalken Orrery) so that you can cast in their turn. This means that you don't have to waste yours doing nothing in order to flip your cards!

Isochron Scepter can Imprint the two transforming Instants you mentioned in the OP.
