Definitely not 4 Shu Yun, the Silent Tempest. First of all, the legend rule will only let you have one in play at a time, so any more than one is just a dead draw. Secondly, he isn't very powerful. Yes, his ability can win the game, however it isn't at all broken to the extent that you would always want to see him every single game. I recommend 1-2 copies.
