Whenever you cast a spell, if that spell was kicked, put a +1/+1 counter on Hallar, the Firefletcher, then Hallar deals damage equal to the number of +1/+1 counters on it to each opponent.

Considering the high costs of all your cards I would Highly suggest Skyclave Relic to provide you ramp and still have kicker synergies for the deck. The card is also great as the artifact is indestructible, so not many cards will remove this mana source.
A number of your cards are not very strong and you may want to consider cutting for the purpose of splashing a color for more affordable (mana value) cards. Pending on if you want to make your deck more agressive or controlling would change up the suggested cards. I tink you could make a decent control deck splashing black, but also a decent creature focused deck if you went for red/green splash.
Control options splashing black: Bloodchief's Thirst, Skyclave Shade, Inscription of Ruin, & Rona's Vortex.
Creture deck options splashing red/green: Vodalian Mindsinger, Inscription of Abundance, Untamed Kavu, Yavimaya Iconoclast, Battlewing Mystic, Hallar, the Firefletcher, Verazol, the Split Current
Cards I would definetly cut: Cunning Geysermage, Field Research, Sea Gate Stormcaller (<-unless you splash black)
The suggested cards are just me showing some options you may have overlooked. I think your deck is built to easily go with the black splash suggestios and the creature variant would be a different deck entirely.

Hmmm, I'm not much into the Secret Lair cards, but looking through, I'm actually considering Halana and Alena, Partners. They're not archers, but could be possible. I lean toward red because I like the interplay between Greatbow Doyen and Falkenrath Exterminator. I'd love to go Naya, but still looking for a better commander or partner pair. There's Hallar, the Firefletcher, but she wants kicked spells, not archer tribal.

"Getting stronger as the game progresses" is such an unspecific attribute, it's hard to give an answer.
You could go into the X-spell direction, using Zaxara, the Exemplary or Rosheen Meanderer.
Then, there are +1 counter cards that could grow stronger and can be proliferated.
I'd love to give you fitting input, but I need more context. Is there anything giving? Maybe a commander you want to build around? For kicker, that could be Hallar, the Firefletcher or Verazol, the Split Current

jamochawoke gonna have to 110% disagree with you here. My Hallar, the Firefletcher deck will laugh at your silly activated ability blocker and light your face on fire regardless, an Atraxa, Praetors' Voice will chuckle as her Superfriends army grows exponentially, and a Moraug, Fury of Akoum will simply smile as his army attacks agains and again, unaffected by your meaningless shackles.

Tzefick you're not wrong--power gravitates players because they could imagine playing the card to massive effect. That being said, almost every card has a use, even if it's intended as "filler". Take Skitter of Lizards as an example: it wouldn't draw much attention in the Custom Cards forums for most, but a fellow Hallar, the Firefletcher player would recognize its usefulness.
With Luna Ring, I am aiming to show three things...
A. how busted Sol Ring is, in that even the most diluted and underpowered version of it would still see play somewhere
B. how one might balance a 1 CMC rock (something I view to be a difficult prospect)
C. more interesting ways to utilize Day/Night.

More seriously, I'm not pumped about returning to such an altered Kamigawa. KLD and AER did an amazing job taking futuristic inventions and seamlessly melding them with a fantasy vibe, but I have doubts about WotC's ability to recreate that magic.

Brother's War should be cool--considering how deep the lore is for that event, I have faith that it'll hard to mess up to badly (all you have to do is read your own lore, Wizards! Please!)

I added a Wildest Dreams very recently to my Hallar, the Firefletcher deck--there are several wheels therein and Wildest can basically be a tutor in some long-lasting games.

I've been working on a Hallar, the Firefletcher deck for the past couple months, and after a while I realized that it would cost me about $250 USD to buy. I thought "I don't really want to pay that much", and right now it would cost me about 170. I didn't make the deck worse, just found ways to cut the more expensive cards for cheaper variants.
On the other side, a friend of mine plays a vicious Feather, the Redeemed deck that has only improved the more money he's sunk into it. Goes both ways ;)
