Also playing nonmeta cards is always nice but some cards here are really not great. Curio Vendor is strictly worse than 16 of your creatures. Keeper of the Lens and Gingerbrute probably aren't worth including either.

Tzefick I struggled long and hard whether to have the card draw on the blocks or damage step. If I may I would like to go into why I would rather it be the damage (or first strike damage) step.
1 I pretend WOTC will see this one day and care.
2 Wizards is very particular about white getting card advantage and why. If a Sanctuary Cat with Certainty (with the words draw when blocked) blocks a Curio Vendor : the defending player will have a chance to find an answer before damage. I don't think Wizards likes the idea of the defending player in this scenario getting such a potential advantage. As several voices have said before 'it promotes passive gameplay.'
3 As I mentioned in the original there are some creatures that can block many things : Knight of Sorrows , Luminous Guardian , Hundred-Handed One , or even Guardian of the Gateless . This is what worries me most about the idea (again still my idea). Certainty plus any of those creatures needs to be limited. I block 7 creatures, draw 7 cards: this is not what I want. By choosing damage instead: the power of the creature is the limiting factor not the number of creatures my opponent sends.
4 I wanted to mirror Curiosity .
Don't get me wrong you made good points. "Whenever enchanted creature blocks, you may draw a card," is beautiful. It is simple, self-explanatory, and clear. When it came to complex situations then I found reasons to (in my opinion) make a weaker but printable card.

I recently talked to my playgroup, and they said that they would let me use the Scornful Egotist as my commander, even though he isn't legendary. This has cleared the way for my new deck plan. What I'm planning on doing is building a deck full of those seriously OP creatures that exist in colourless and blue, such as Millennial Gargoyle , Welkin Tern , Tattered Haunter and Curio Vendor . I also want to use blue's amazing card advantage to its full potential, using spells such as Think Twice, Coastal Discovery and Brilliant Spectrum . Im also thinking of throwing in a counterspell or two, such as Countermand or Censor. Im not really going with any sort of synergy, just trying to beat them to death with the sheer quality of the cards Im using.
Please add any suggestions that you think would work well with this deck type. Remember Im not looking for merely Ok spells, like Jace's Ingenuity. They have to be amazing, like, Storm Crow quality, nothing less.
NOTE TO ADMINS: Pls dont ban me, Im actually making this deck: as a joke and as a spare deck my playgroup can punish people who forget to bring their own decks with; and Im actually having a bit of trouble finding cards bad enough to go in here

Curio Vendor carries games, turn 2 play Curio Vendor, turn 3 swing. It is the most broken thing in standard, why isn't he in this deck!

If possible you might want to make a few cuts to bring your deck size down to the minimum of 60 cards. This gives you the highest chance to draw you best cards or the card you need in a given situation. Also even with a 60 card deck i'd consider adding a couple more lands (maybe around 23ish total) to make sure you have enough mana to cast your big spells like your dragon or artistry.
Here are the cards that I think your deck would be fine if they were cut. You might need to trim down a few more after these but its a step in the right direction:
Curio Vendor: a 2 mana 2/1 isn't super effecient and i think you have better creatures in your deck already
Cathartic Reunion this card isnt bad by any stretch but where it shines is in decks that want to discard cards to get things in the graveyard. Being in blue you have acess to a lot of great draw spells like Glimmer of Genius that give you more cards than before you cast the spell.
Make Mischief: I know some people who like this card but personally i'm not a huge fan of it.
Tightening Coils If you need to take out a blocker to get for damage this doesnt help much. I'd much rather use the Malfunction in your sideboard here
Terrarion&Prophetic Prism being only in 2 colors you won't need much help in color fixing
Lunar Force without ways to repeatedly get it back from your graveyard, this is going to trade for the worst card in their hand. Most of the time you would wand something like Void Shatter to give you the choice.
