This is a budget minded, low mana curve, mono-blue mill deck, with Jace Beleren being the only card over $5, and Hedron Crab being the only other card over $2. The obvious win is Fraying Sanity + Traumatize . However, if it gets countered/stopped, there should be enough other mill cards to combine with Fraying Sanity enchantments to still mill quickly.

Jace Beleren gives you card draw, while at the same time making your opponent draw as well, in order to help whittle his deck size; plus, if you are forced into a longer game, his -10 ability can mill out your opponent easily, even moreso when combined with Fraying Sanity. Plus, Jace can make a tempting target, as your opponent will not want to allow him to aquire 10 loyalty counters, thus buying you more time to mill with other cards. I considered Jace, Memory Adept, as his +1 and 0 powers are strictly stronger, but I ultimately went with Jace Beleren, due to his lower mana cost...let me know what you think about that decision.

Increasing Confusion is here because gives you two opportunities to mill per card, and it becomes even more powerful later in the game when played out of the graveyard, especially if you have Fraying Sanity on the board.

Unsummon and Mana Leak are here to buy time to mill and to strategically weed out major threats.

Finally, the deck has the Undead Alchemist to generate tokens for either milling or blocking. He is also a guard against your opponent using graveyard manipulation to get back creatures that you worked so hard to mill.
