The idea behind this deck is very simple: using U/W level up creatures to gain the upper hand. Apart from Time of Heroes and Cloudshift , which have very specific reason to be in the deck, the rest of the non-creature spells are basically a tool chest to deal with whatever comes along. The only real combos in the deck are as follows:

Any creature with level up + Time of Heroes

Any creature with level up + Venerated Teacher

Venerated Teacher + Cloudshift

Contagion Engine + Any creature with level up

These combos incentivize level counters and help pile them on, making little critters big and big critters into monsters. Feedback is welcome and desired.
