Just to say, I know this is not a priority in this thread, but that wurm is incorrectly templated. At max level, it will be a 3/3 that gets +X/+X and hexproof when it attacks - sans reach, trample or menace. Granted, X will 15 or more, but still, it will lack the rest. Check out Halimar Wavewatch for additive bonuses and how if previous abilities would be retained, the card would not function. Additionally, P/T for each level needs to be stated separately.

Honestly, the wurm it is too straightforward and non-restrictive. It simply grows up without any challenge or input from your side, just by you making land drops. The minotaur is much more interseting as it presents a challenge since it cannot level up on its own for the first two levels and can only ever take one damage per turn if it wants to grow up.

Vapor snag is decent, since you can bounce your own Venerated Teacher. The problem with level up are that the creatures are bad and venerated teacher does not help a lot, since it is the only enabler. Random proliferate things like Tezzeret's Gambit will help, but for example Knight of Cliffhaven is a Serra Angel for 14 mana. Even with venerated teacher, it still is a Serra Angel for 8 mana.

The only decent level up creature is Halimar Wavewatch that synergizes well with Convincing Mirage-type cards.

I would recommend limiting the level up theme to halimar wavewatch, but if you do get more than those, be aware that the payoff is not substantial.

you have too many creatures and not enough instants/sorceries. I would consider adding more removal and removing cards like Vorel of the Hull Clade which is kind of useless in this deck you don't really use counters at all.

I would also suggest you remove Merfolk Mistbinder, Halimar Wavewatch, Deeproot Elite and Dakra Mystic. and consider replacing them with cards like Merrow Harbinger, Merrow Reejerey, Merfolk Sovereign, Lullmage Mentor or Wake Thrasher

maybe also consider Spreading Seas and Cavern of Souls

well maybe ill leave Halimar Wavewatch to absorb some damage while leveling up plus its islandwalk eventually and it's a merfolk but the others you're right they can go and won't be missed too much..!

i missed Time of Heroes. That could really justify splashing white. But since you are not putting cards like Student of Warfare or Transcendent Master for budget reasons, i would leave it as a secondary color, for some enchantment control.

cut Halimar Wavewatch, Guard Gomazoa and Invisible Stalker for sure.

He's right- Halimar Wavewatch cost 12 mana.

This looks fun as hell to play. I am pretty sure there are Merfolk that tap to turn lands into islands for cmc 2. You lose the +1/+1 but being a turn faster might be nice.

This is hysterically awesome. One suggestion: Halimar Wavewatch is just screaming "dump mana into me and I'll die if anyone ever resolves removal." Maybe mix it up with 1-2 Chasm Skulker, who doesn't automatically islandwalk, but he's more of a threat earlier on, kills opposing creatures, keeps getting bigger, and gets you tons of value if he dies.
