Took pacman97edition's mono blue deck and tried to make something much more controlly while still being budget.

Mirror Mockery combos with Whirler Rogue for +2 thopters and Faerie Miscreant for card draw. Alternatively, useful to pacify opponents' creatures, doubly so the ones with ETB effects.

The idea is to start drawing cards early with Faeries and Mirror Mockeries to hit our land every turn and to have tons of options on our opponent's turns while they slowly get down to topdecks. After chipping for a while, we kill with tons of thopters, regents or unblockable shorecrashers with +3/-3.

Not sure if Neutralizing Blast is versatile enough, however. It takes care of commands and charms, but most decks I've seen run mostly mono creatures and spells.

Updates Add

I played against 2 control players who were using Languish to get around my Icefall Regent. I'm able to save Shorecrasher by using its -2/+2 to get its toughness to 5, and if I have Disperse in my hand, I can save other important creatures. Anyway I'm adding Guardian of Tazeem to my sideboard so I can trade out Icefall for Guardian.

Besides that, I'm adding 2 Treasure Cruise for card draw and adjusting some other numbers. Also Encase in Ice is now in my sideboard, removing Hydrolash as I haven't seen it be useful yet.

Additionally, Neutralizing Blast has been useful, but most multicolor spells are non-creatures that can be taken care of by Negate anyway.
