You can only choose 2 targets. An effect that allows you to choose new targets for a spell/ability or a copy of a spell/ability allows you to change (or leave alone) the targets that were already chosen. If only two targets were chosen for the original Crackle with Power in your example then there's no third target to do anything with.

115.7. Some effects allow a player to change the target(s) of a spell or ability, and other effects allow a player to choose new targets for a spell or ability.
...
115.7d If an effect allows a player to “choose new targets” for a spell or ability, the player may leave any number of the targets unchanged, even if those targets would be illegal. If the player chooses to change some or all of the targets, the new targets must be legal and must not cause any unchanged targets to become illegal.
115.7e When changing targets or choosing new targets for a spell or ability, only the final set of targets is evaluated to determine whether the change is legal.

The reason you can't choose only one target is because a target of a spell can only be chosen multiple times as a target if there are multiple instances of the word "target" in the spell's rules text.

115.3. The same target can’t be chosen multiple times for any one instance of the word “target” on a spell or ability. If the spell or ability uses the word “target” in multiple places, the same object or player can be chosen once for each instance of the word “target” (as long as it fits the targeting criteria). This rule applies both when choosing targets for a spell or ability and when changing targets or choosing new targets for a spell or ability (see rule 115.7).

Reverberate allows you to choose new targets, so you would be able to choose up to 3 targets as that's how many Crackle with Power 3 can have.

If my opponent casts a Crackle with Power with = and selects 2 target players, if I then copy Crackle with Power with Reverberate, would I only be able to choose only 2 targets or could I pick 3 targets?

Hey man, just a heads up - Bond of Agony doesn't quite work here. For example let's say you pay 20 life with Blood Celebrant, activate Rowan, Scion of War's ability and cast Bond of Agony where X = 20. You'll still have to pay another 20 life as an additional cost. Not very good at all.

Also, have you considered Plunge into Darkness or Spoils of the Vault here? With cards like Torment of Hailfire & Crackle with Power in the mix, they're 1-card wincons here. Vampiric Tutor, Grim Tutor & Cruel Tutor also have some serious added benefit with this one.

No, Rowan, Scion of War is reducing each individual spells cost by an amount of colourless mana - the X in the spells you then cast are irrelevant towards calculating that reduction.

For example, if you lose 3 life in a turn, and then tap Rowan, Scion of War for its ability, your black and/or red spells will now all cost less to cast. In the case of Crackle with Power that would mean you could pay and have X=1. Or pay and have X=2.

As an additional note, pinging yourself with Necropotence definitely doesn't do what you think it does - though I'm not entirely sure how you think it works. The ability of Necropotence to pay 1 life is entirely irrelevant to whether you take damage from other sources. So if you target yourself with Crackle with Power, Necropotence doesn't do anything (as you're not paying its ability cost, you're just burning yourself for no reason)
