A casual tribal birds deck build around getting a bunch of cheap small flying birds like Suntail Hawk and Soulcatcher then pumping them up with cards like Shared Triumph and Favorable Winds to suddenly have an army of cheap but powerful flyers. While this list is not necessarily budget you could easily make it so by replacing Path to Exile with cheaper cards like Reality Shift and replacing the dual lands with cheaper ones.
