Planescape: new game type v1.2

WARNING: THIS IS A PROTOTYPE AND NOTHING HAS BEEN TESTED AS OF YET

PLANESCAPE (temporary title) is a made up format where you play as the Planeswalker. The idea is you choose your play style, your color(s), and you vie for control over this blank plane, between yourself and other planeswalker, in which you choose to shape it in your own image. The catch? No creatures are allowed in your decks to an extent. Now any way you look at it this it can be something you can either RP heavily with or formulate a super competitive deck with.

Rules:

  • Num. of Players 2-6 <-- Not sure yet
  • Deck size a maximum of 100 including 5 Universal Artifacts/Enchantments*
  • Decks can have up to 4 copies of each kind of Instant/Sorcery and only 1 copy of each Artifact/Enchantment/Non Basic Land.
  • Decks can have any number of basic lands
  • No creatures allowed in the deck to an extent*
  • No conspiracy cards or Un cards allowed in the deck

*Universal Artifacts/Enchantments: They have to be an artifact/enchantment that affects all players equally ex: Font of Mythos, Howling Mine, Dictate of the Twin Gods, or Forsaken Wastes

*No creatures are allowed in the deck to an extent: Enchantment Creatures such as Mogis, God of Slaughter and Thassa, God of the Sea which states that it "isn't a creature until..." are allowed same goes for Artifacts like Rusted Relic. Living weapons like Sickleslicer and Lands like Hissing Quagmire are in this category as well.

How to Play:

  • Start out with a life total of 40 <-- Not sure yet
  • Put your 5 Universal Artifacts/Enchantments in a separate pile from your deck face down and in random order. You may look at the top card of the pile at anytime during the game.
  • Roll dice to decide on who enters the plane first and the order there after
  • The first person to enter the plane first flips and plays the top card of his or her U.A.E. pile and putting it in the middle (for all to see) declaring the Plane State.
  • The Plane State can not be a target of any spells or abilities other than other U.A.E.'s
  • To change the Plane State you must first pay the mana cost of the first U.A.E. to remove it and pay the rest for your artifact/enchantment. This can only be done on your turn and once per turn. Any colorless mana used to pay the mana cost to remove the previous U.A.E. goes towards the new U.A.E., colored mana must be paid. U.A.E.'s can be countered on it's way to the Plane State
  • Basic MTG Rules

Help:

Any advice on possibly streamlining this or testing would be great since on my own I can not test it as of yet.

Edit: The format now allows Universal Artifacts to be in place of Universal Enchantments
