decided after creating a $2 decklist for rakdos agro that I would create a budget decklist for orzhov, I gave myself a $15 budget and assumed that basic lands were free and came up with this, budget may have been a bit compromised but it's still cheap as all hell being less than $20 for the whole list.

So you want to use Basilica Screecher Thrull Parasite and Syndic of Tithes to provide early extortion outlets for you, so you can pay something like 4 or 5 mana into a Read the Bones and watch as you gain life by drawing more cards ripe for extortion.

Using the Pontiff of Blight you ca grant everything extort, and yes, extort stacks allowing you to pay unreasonably large mana into it, and you'll be getting that mana from the most expensive card in the deck, Crypt Ghast.
