When I was little I played with some older neighbor who played a mono blue control deck with only Tims as a damage source. Granted, I was like 9 and had a horrible deck, but still I always liked that deck I use to lose to.

I barely remember what the exact content of the deck was, but trying to reassemble the deck I've found that no matter what, the deck is too slow for legacy and most cards are too old for modern (where it would also be too slow). However, since all key cards are commons, I thought about porting it to a slower format: pauper.

Basically, the aim is to get as many Tims online as you can. Once you have a few you can easily get rid of your opponent's relevant creatures and deal damage to him or her too. Sigil of Sleep is fantastic against creature based decks and ophidian eyes allow you to generate card advantage so you can have enough counters in hand to protect your Tims.
