I think Kamigawa failed because of mechanical reasons, not social reasons. The cards were poorly balanced ( Numai Outcast and Sensei's Divining Top are uncommons from the same set), the mechanics were almost entirely self-contained and frequently overly mana-hungry (Soulshift and Splice onto Arcane come to mind), and, as Funkydiscogod mentions, it came right after the ridiculousness of Affinity, which is why artifact lands will likely never be printed again.

Additionally, the consumer base at large probably isn't as familiar with Shinto folklore and traditional Japanese folklore in general as they are with Greek or Egyptian mythology, so they have a harder time understanding the themes.

Icbrgr The biggest problem with Kamigawa was that it came after the tournament takeover that was Affinity--either you used Affinity, you built specifically against Affinity, or you lost.

After a round of bannings that didn't affect a whole lot (the Ancient Den cycle is still banned in Modern), they decided to reduce the power level of the next set. The resulting mechanics are interesting--Soulshift, Bushido, Ninjutsu, among others--but the cards tended to be overcosted, to the point of uselessness. Takeno's Cavalry is a 4 mana part-time 2/2 with a largely irrelevant ability. Death of a Thousand Stings is 5 mana for a possibly repeatable 2 life swing.

Another problem is that one of the themes was having lots of cards in hand, without providing a lot of draw power. This effectively meant that you were encouraged to to not play spells or lands to keep them in hand.

A final problem was the huge gulf between the best cards and the worst cards. Numai Outcast and Sensei's Divining Top are both uncommon. Shimatsu the Bloodcloaked and Umezawa's Jitte are both rare.

Omeros The opposite is true as well. I daresay it's precisely the reason Maro feels the way he does for Kamigawa.

And honestly? From my admittedly limited perspective, I never encountered any negativity towards Kamigawa's story until at least a decade after it was released. That's relatively recent. When it was new, the only complaints I ever heard were in regards to the actual mechanical nature of the block. Most specifically the dramatic disparity between "good" cards and "bad" cards. The good cards were borderline Urza's Saga level of overpowered, while the bad cards were so pathetically useless they almost make Razor Boomerang look good.

Kamigawa was around the time I really got into the swing of the game, having started with 8th Ed, and I distinctly recall learning the hard way that I had to be buying singles and trading up if I wanted cards that could actually be used. Hell, I still have at least a playset of Numai Outcasts. Fact is, even back then, the only way to get rid of cards like that was to throw them away. Even if you could trade them or sell them, you'd probably feel like a con artist, scamming someone like that.

I think most people either think back to that block and remember only the anger they felt towards it, forgetting the good things, or they just imitate the echo chamber to fit in.

One major problem with Kamigawa was the total lack of balance between the best cards and the worst cards. On one hand, you have Takeno's Cavalry and Numai Outcast. On the other, Sensei's Divining Top. If I remember right, the Nezumi precon had Umezawa's Jitte. There was just too wide a gulf between trash and required, even at the same rarity. If they revisit it, and I suspect they will at some point, fixing this one problem might go a long way toward soothing some frustration.

MattDovah I thought Numai Outcast was banned? If that isn't the case, I can potentially regenerate 4 times in one game. And uncommon? Where has this been in my life!!

Break Open, if it worked on your guys it would have some playability, as in it turns a 2/2 into something much more terrifying.

Ember Shot I get they were trying to be cautious with red card draw, but really, seven mana, really.

Frazzle Cancel is playable, but not spectacular. Granted this is more splashable, but this also costs a mana more and might not even do anything against certain opponents.

Sky Swallower I know 'Dies to Removal' is a really lame argument, but when this gets tubed you just lose with this almost more than any other creature, no thanks.

Numai Outcast A four mana 1/1 that might get larger in combat, and at that cost it might as well not even have 'Regenerate.'

Apocalypse Chime Part of the 'Hose the Set' cards, this one is double trash because there are so few playable cards in Homeland, and the most famous one is Merchant Scroll, which isn't even something this stops.

Celestial Prism This was probably OK back when it was new, but in this day and age there are so many better colour-fixers.

Juju Bubble Gaining life is generally not great unless it's in a huge burst, and unless you have a whole tonne of mana you aren't doing anything with this will gain maybe 3-4 life. To make matters worse, it has two death conditions so it probably won't even be out for very long.

Cathedral of Serra Not necessarily bad per se, but banding is such a confusing ability, and lets legends band with other legends, because you will of course have a bunch of those in play. There is one for each colour of legends, which is both better and worse than having just one colour have this ability.
