What lands are allowed in a Commnder deck?

Can I put Urborg, Tomb of Yawgmoth in a Emrakul, the Aeons Torn deck? What about Command Tower ? What about Bant Panorama ? What about Meteor Crater ?

Yes, those are all legal lands.
Note: Emrakul, the Aeons Torn is generally banned in EDH, though (check with your play group, if you haven't already).

I'd recommend you go check before doing an Emrakul, the Aeons Torn deck, or even putting it in, as this card is simply banned from the commander format.
If you're making a deck with a colorless commander let's say Karn, Silver Golem or Kozilek, Butcher of Truth , I'm pretty sure you can have Urborg, Tomb of Yawgmoth but can't tapped it for the mana (only useful if you have some swampwalk creature). As for the other, I've seen you've been answered.

The only lands banned in EDH/Commander are Karakas , Library of Alexandria , and Tolarian Academy .

It seems as though you don't fully understand what dictates "color identity". A card's color identity is determined by any colors that appear in its mana cost as well as any colored mana symbols that appear in its rules text. This is how cards like Bosh, Iron Golem and Memnarch can be used as mono-Red and mono-Blue Commanders, respectively.
Lands may be colorless, but a lot of them still have color identity. A Plains , since its text is technically "T: Add W to your mana pool," has a White color identity. Something like Dragonskull Summit is Red/Black, something like Oran-Rief, the Vastwood is Green, and so on.
Cards like Command Tower and Urborg, Tomb of Yawgmoth don't have any colored mana symbols in their rules text, so they have a colorless color identity and can be included in any EDH deck. Just know that, in a colorless deck, Command Tower will not produce any mana when tapped. Since your Commander has no color in its identity, it simply can't produce any colored mana. So it makes none.
Urborg, Tomb of Yawgmoth can be used, but if you would add a specific color to your mana pool that isn't found in your commander's color identity, it simply becomes colorless mana in your mana pool instead. So all of your lands would become Swamps, but you would never be able to get Black mana out of them.

Right. Since none of your permanents would have colors, you can't choose one of their colors.

If, however, you had Command Tower , and Urborg, Tomb of Yawgmoth out at the same time, both would become swmps in addition to their other types, and gain "Tap: Add B to your mana pool.".
Using that, you could then get colorless mana out of Command Tower in a EHD deck with no color identity... seems like a bit of a hassle, when you could get the same results from any other land.

Right.
But in a colorless EDH deck, you have plenty of options with your lands to fill up your land-base. There are easily 50+ lands worth playing in a colorless EDH deck that all do something beneficial for you.
