Orzhov are a proud full bunch, and the Council was shaming them... Hard to cast, not much utility... Plus the Divinity is also a Spirit! Hurray!
The curse is a form of control, but Teysa controls the battlefield through tokens and the Doomsayer is a good recurrent producer.

Since I use some flashback and creature retrieval, I'm not sure that Murderous Cut would be used to its full potential all the time. You are quite right about Oblation when its used against a commander but it often does marvel against pesky enchantment and artifacts.
As for the recommended creature, they both would be awesome, I'm just not sure what to cut out right now especially that I'm already wondering about what to had in my (not yet acquired) maybeboard. You give a lot of nice things to think about tough!

Having both Dictate of Erebos and Butcher of Malakir, I don't think its necessary. Plus, I consider dictate superior by its ability to flash and the fact that having only 2 black symbol in it's cast make it easier to play in a two colour deck.

Divinity of Pride is always a good card for Orzhov EDH as it is almost always and 8/8 flying,lifelink for 5.
Mikaeus, the Unhallowed is a solid card regardless of if you use him to combo given the number of etb effects that you have, and with Vish Kal, Blood Arbiter he enables a 1-sided board wipe combo.
Oblation is solid removal, but since the commander tuck rule change, it's highly outclassed by the likes of Swords to Plowshares, Condemn, and Path to Exile.
Murderous Cut might be a better pick than Terror.
