You should play Stolen Identity. It's just too good with tetsuko. Also you could try Mystic Reflection instead of Mistcaller. Mystic has more synergies with tokens and such and it also has the control element of mistcaller.

Budget merfolk suggestions: Cursecatcher , Harbinger of the Tides , Merfolk Trickster , Silvergill Adept , Merfolk Sovereign
Sort of expensive: Master of the Pearl Trident , Lord of Atlantis
For sideboard: Mistcaller , Tidebinder Mage
I would go up to 4x Merfolk Mistbinder as well.

zapyourtumor Lmao yeah, literally just went 5-0 undefeated at my LGS. It’s always been a good deck, I’ve been playing with some version of it or another for the last 8 years, and I just recently updated it...transformational sideboard is good in theory, but I still haven’t had a match where I’ve wanted to bring it in, the main deck is already naturally pretty hard to sideboard against, so I really only want the ad naus in games that bring in Mistcaller , Containment Priest , Hallowed Moonlight etc...and let’s be honest, how often do you see those in a sideboard? Now, the blood moons and havocs were all stars against control and Tron matchups (obviously). I still have some tweaking to do and Modern Horizons 2 is going to warp the deck a LOT I think...so will just have to wait and see.

In terms of recent cards for this list, Masked Vandal is a cool sideboard option, as is Mistcaller if your meta wants that, and Thieving Skydiver and Thassa's Oracle are both notable. The sideboard you have is pretty much a competitive list- the only question is adapting to the meta.
In terms of tribal stuff that might shake things up in future, Pyre of Heroes lets you tutor for merfolk at sorcery speed. Its not competitive yet, but its worth keeping an eye on whether a merfolk list heavier on 3/4 drops ever turns from a brew into something actually good. Right now it'd be some pure jank like Sigil Tracer combo.

Plan your sideboard alongside your first 60 cards- knowing all the tools you have available will help immensely. Knowing you have Tidebinder Mage for RDW or Deeproot Waters for control/midrange.
Bringing down the average CMC or upping the levels of interaction will do a lot;
In terms of 'raw power', Hardened Scales/The Ozolith offer the biggest boosts.
Jade Bearer, Kumena's Speaker, Brineborn Cutthroat, Harbinger of the Tides, Merfolk Trickster Mistcaller, Mist-Cloaked Herald/Triton Shorestalker, River Sneak, Silvergill Adept and Merfolk Skydiver will all let you operate at a lower CMC.
Lowering the curve also means you can run Neoform in place of evolution.
Traditionally merfolk is a tempo list using creatures that delay your opponent, then unblockability (previously islandwalk/flood effects) to finish them off. Its one of the few lists where a bounce effect is often just as effective as a kill spell. Its place in modern was defined by Blood Moon reslience from an all-island manabase combined with land disruption in Aquitect's Will, but that is not relevant in pioneer, so you will need to experiment to find a new nieche. It might be able to emulate affinity with ozolith support, with some luck and a favourable meta.
Augur of Bolas/Deeproot Champion offers a version of the list that wants to spellsling, but I can't say that I've thought through what that would look like.
