What storm list is best: Jon Finkel's or Chris Fennel's

I don't know which is the best or more consistent. I'm probably going to play a storm list because it is fairly cheap to build if you build with city of brass and more basics instead of the fetches.

There isn't a right or wrong answer. It's metagame and style dependent. The two lists ultimately hinge on two cards Faithless Looting or Desperate Ravings . Faithless Looting lets you dig quickly for more explosive hands that may go off sooner. While Desperate Ravings leads to more gas that can help you fight through disruption in the longer game.

Personally, I like Desperate Ravings over Faithless Looting . Because all the cards in your deck do one of two things (draw or make mana), it doesn't matter that much what you discard. But honestly, the ability to pick two lands to discard makes it fine to play Faithless Looting anyway. The more BGx decks in your meta, the more you want Desperate Ravings , IMHO.

I must agree with the above that the Desperate Ravings - Thought Scour version of the deck is probably the better of the two. Not losing card advantage is the biggest draw to Desperate Ravings . There is a storm deck that is played by many on Magic Online, which you can see here:

I cut a Shatterstorm for an Echoing Truth , but otherwise that's the list that has been seeing a great deal of play relatively in daily events on MTGO.

NotSoLuckyLydia nailed it. In a meta with a lot of hand disruption and counter magic, you really can't afford the card disadvantage of Faithless Looting . In a meta saturated with aggro or decks that simply cannot race you, pitching three to draw two is perfectly fine. Peer Through Depths is the best choice for that final cantrip, but it costs blue mana, so you can't play it off of just a plain ol' ritual, you need a Manamorphose .

Jon Finkel was also using Increasing Vengeance for a while, but stopped. I know I had trouble getting the mana for it (four mana to copy a ritual if you don't have Goblin Electromancer ). The synergy with Past in Flames was just unreal, though.

I've played both versions of the deck, and I do like Desperate Ravings and do think it's the better version. The random discard might seem scary, but the instan speed effect allows you to get around discarding key pieces (for example, casting a Past in Flames and then in response casting Desperate Ravings . As mentioned before, Finkel's version tends to "get more value" off of ravings and Thought Scour . The upside of the Faithless Looting is it gives the player more sense of control, and the extra Grapeshot it runs allied for more "nut draws" allowing for a slightly higher chance for turn 2 wins (still quite slim) and about even for turn 3. The extra grapeshot helps deal with opponents creatures as does the 1 bolt mainboarded. However, Finkel's version tends to combo off more consistently and tends to "break the gap" (the bridge you cross when attempt to off to when your off and could deck yourself) much easier.

All that being said, I think you may want to go with the lootings version. When I first got into modern, I also played storm, and without fetches. My more experienced modern friends told me to run with the lootings version if I lacked fetches, because consistency will go down greatly, and Faithless Looting does a much, much, better job of getting rid of excess lands. Also, without fetches, you are more prone to getting color screwed, and storm generally tends to lack blue. When going off, it's nice to be able to loot, and then flash it back without blue mana to find a Manamorphose , something ravings can not do. In addition, without fetches, having 18 lands means you run more basic islands, which is necessary for Blood Moon (a staple for storm SB). I never had trouble with 18 lands (6 of them islands) when I played fetch less storm and brought in Blood Moon , but always seemed to when I only had 4 with the ravings version.

As a storm players whose played both versions with and without fetches, I'd say go with Lootings as long as you lack fetches, and if you acquire fetches make the change. I'd still definetely try out both versions without fetches to see. Some people will sway greatly to one side (I'm about even).
