Bouncing Back! Huge update! —May 15, 2015

-2 Swamp, -3 Island, -1 Xenic Poltergeist, -1 Take Possession

After the huge hit the deck took with the loss of cards like Cyclonic Rift and Havengul Lich due to the prices, I took to the decks on Tappedout and Gatherer and went looking for better cards to throw in; here's the result of that searching:

Added in all the cycle lands I could throw in for these colors in place of basic lands because of versatility of the card when drawing it late-game as well as the pacing of budget commander being much slower (due to less access to crazy mana ramp cards). Worst case scenario I play a land that comes in tapped. Sure this can be a huge tempo swing for your opponent, but more likely than not it seems to be pretty inconsequential.

Also took out two additional lands in favor of two more cards. I used to think because this deck had such bad mana ramp that I should overcompensate by adding in more lands, which more than not left me mana-flooded. So I took the deck from 41 lands down to a more reasonable 39; especially because my ramp in this deck isn't the worst it could be.

Xenic Poltergeist I replaced with Nevinyrral's Disk for artifact/enchantment hate. Sure it clears my board too, but it's a more simple way to clear off everything that's bothering you (even if the other way might be a little more fun).

Take Possession was replaced with Animate Dead for creature stealing shenanigans. I originally put in Take Possession for more ways of dealing with artifacts/enchantments, but it's really just too expensive of a cost to really justify putting in a deck (especially a budget deck with terrible ramp). Since my primary goal is to be stealing creatures from graveyards anyway, Animate Dead fits perfectly with that and also can be used to bring my own creatures back from the graveyard too!

Last cards I put in the deck in place of the two lands are Memory Erosion and Exsanguinate. Memory Erosion is just a fun multiplayer card with a big upside for Lazav whereas Exsanguinate is also a really great multiplayer card even without using it as a win-con. If it doesn't win you the game, it should at least put you far enough ahead that you should be able to close it out from there.
