This deck is super budget friendly. The only thing that takes it above 20 bucks is the set of Remand which are about 5 bucks each. To be even more budget friendly you could replace them with Mana Leak or Negate

The basic idea is to bounce lands in the beginning with the 12 bounce spells while you get your land up and then 5th turn drop a Sphinx's Tutelage and mill away. The reason I say 5th turn is so you still have two land open to Remand/Counter/Bounce.Jace's Archivist Mixed with Sphinx's Tutelage is just insane and can mill a mono-color deck out in one turn or take a large bite out of a multi-color deck.

Late game try to save your counter's and your bounce's for if they try to target your Sphinx's. It's okay to let the Archivist die to removal, he is just in there to speed things up.
