This looks awesome. Very, very nice. And you beat me to it—I have my own Pauper bounce deck I’ve been working on in the background, but it isn’t half as polished as this. Also, I had not seen Hoodwink prior to this list; I’ll definitely be stealing that idea from you. Great stuff here, +1!

first thing Creeping Chill is not pauper legal and it can be used in this deck since its black, Expel from Orazca is not legal either.
good card for them to replace are :High Tide, Distant Melody, Airborne Aid, Shared Discovery, Mizzium Skin, Gigadrowse, Sage's Row Denizen, Rhystic Study, any of the cantrips. theres a bit of protection, control and card draw. but i suggest you take out Sudden Storm, Aerial Formation, Piracy Charm, Hubris, Jace's Scrutiny, Refocus, Reach Through Mists, Tidal Bore. for more useful cards like Gush, Hoodwink, Man-o'-War, Snap, Volrath's Curse, Relic of Progenitus and more counters like Dream Fracture, Faerie Trickery, Arcane Denial, Logic Knot oh and See Beyond seems like a good enough hand filter.

Wipe Away, Temporal Adept, Boomerang, Regress, Rescind, Hoodwink, Cryptic Command, Overburden, Upheaval, Eye of Nowhere, Tradewind Rider
Tectonic Edge, Ghost Quarter, Wasteland, Field of Ruin, Unstable Obelisk, Sundering Titan, Lux Cannon, Ark of Blight, Worldslayer, all creatures with Annihilator force sacrifice so could combine with creature bounce to force land sac (Ulamog, the Infinite Gyre)
Ulamog, the Ceaseless Hunger can hit lands as well. And of course Argentum Armor.

I'd run Countersquall over Undermine. Spell Pierce and Flusterstorm are definitely cards worth testing if you haven't yet. Is Hoodwink and Boomerang's versatility worth it over Snap? I feel like bouncing a creature and untapping to play your own creature EoT is a large swing. I've also found Runechanter's Pike to be amazing when I played it in my Wydwen, the Biting Gale duel commander deck.

I have become less than impressed with Diviner's Wand. The :Draw a card ability works, but is less than necessary after the inclusion of the extra card draw, and the pump is only OK most of the time. If the pump is amazing, usually I have better things to do at that time than just worry about the extra damage. I would usually win without the pump if the card draw is enough to make the pump crazy. Thinking about replacing it. Cranial Plating would be nuts in most games. Blade of Selves would start some serious craziness in many games. Venser, Shaper Savant packing a Blade of Selves is scary. Anything with a Blade of Selves and a Proteus Staff is pretty nice value. Blightsteel Colossus and Blade of Selves is plain nuts. Blade of Selves with Archaeomancer or Baleful Strix is just pure value. The other option is to replace Diviner's Wand with something like Evacuation. Tough call. Either way, I think it is going, even with the Wizards tribal thing I have going on.
Also Phenax, God of Deception feels a little win-more, and otherwise not overly helpful. I feel like the Unsummon theme is working really well, and bolstering that may be worthwhile. Maybe Evacuation as listed above, maybe Hurkyl's Recall, Hoodwink, Kiora's Dismissal, River's Rebuke , Baral's Expertise, all of these could be good. I love the idea of sending all mana rocks back to someone's hand and then casting them all using Sen Triplets, but even just saving all my stuff from a Vandalblast would be worthwhile. Enchantments and lands could be difficult to manage with this deck, so maybe Hoodwink. I may just try to play around with one of these, and then every time I draw it, ask myself if I would have rather drawn one of the others. That usually clarifies things.

Liking it! +1. Being all blue Inundate makes perfect sense, maybe even Wash Out or Hoodwink Remand don't forget Rescue , Chain of Vapor and Forsaken City , Howling Mine if you decide to throw in Stasis or like cards.
