Modern on a budget! My goal was to create an effective Modern deck for around or under 30$. You probably won't win many pro-tours, but it's pretty solid for on the cheap.

Horobi, Death's Wail is the flagship of the deck. It may seem like a double edged sword, but most of the time when an opponent targets your creatures in a game they're either dead or as good as anyway.

Cauldron Haze provides a 2 drop selective board wipe at instant speed, you really can't get much better than that. Target each of your opponents creatures to gain Persist. With Horobi out they die before the spell resolves and nothing gains persist. Cauldron of Souls lets you do the same as many times as you need.

Hex Parasite One of my favorite one-drop creatures. For the simple cost of 1B (or 2 life) you can remove 0 counters (X can be zero) from Target creature at instant speed. It also has the added bonus of being able to outright kill any Plansewalker at instant speed.

Blessings of Nature miracles 4 Target creatures into the graveyard for 1G. I've also managed on several occasions to drop into a turn two 5/5 Promised Kannushi for an early beat-down win. Don't count on that often though.

Ursapine works as both removal for 1G per Target or a mid to late game beatstick. He usually does a better job in the Graveyard though.

Promised Kannushi allows you to recur Horobi, Death's Wail for cheap. Jarad's Orders brings back up Horobi's out faster.

Primary Win-Con is Quillspike + Devoted Druid. Quillspike's ability text excludes the word 'Target' in favor for 'From a creature you control' allowing it's safe use when Horobi, Death's Wail is out. Once the board has been cleared by Horobi, walk in with a 3001/3001 Voltron for the uncontested kill.

Necrotic Ooze acts as the backbone of the deck. It can replicate the effects of Ursapine and Hex Parasite for removal, and the Devoted Druid + Quillspike combo in one creature.

Naturalize honorable mention in case of pillow forts. It's just a damn good spell.

Sideboard Doomgape eating a 3001/3001 Quillspike is just funny.

I need to figure out a decent replacement for them while keeping within the budget.
