I really can't decide whether this card is good or not.

Opponents can tap all their lands in response to the ability going on the stack - so they effectively still get all their mana as they would normally.

It just means -

  1. They have to play everything in the same step / phase

  2. They can't play instants, if they want to cast anything in their turn.

......But that's about it. It doesn't mean that they can only cast one thing per turn. So maybe it's just... not good?

Well, I think it used to be better when mana burn was still around. They either tap all their lands and not produce mana or tap all their lands for mana and potentially get burned.

I would only assume that, apart from the reasons you said, it completely shuts down man lands, especially Celestial Colonnade , Inkmoth Nexus , and the likes.

It's probably better paired with Defense Grid too.

Or something like Manabarbs or Winter Orb . Vorinclex, Voice of Hunger could work too.

I play it with Winter Orb . I'd rather just play Winter Orb most of the time.

For a similar effect you could look at War's Toll if the deck you're putting it into has access to red.

You have to use it with Urborg, Tomb of Yawgmoth , Blood Moon , or something similar.

It's not a must-have, but it's decent in the right deck.

From what I've seen, it's best in a deck that punishes the opponent for tapping lands. Apparently it's a somewhat popular Legacy deck.

I plan on using it alonside Desolation , To make players think twice about tapping for mana. This concentration could be a distraction in my favor; though this is useless as a competitive strategy.

I know there are far better ways to use these cards for land control.
