Why is Tetsuko Umezawa a Fugitive? Well for opening up the sewers and letting loose the colonies of rats amongst the townfolk, of course.

Suggestions are open, of course.

The idea is to swarm with Rat Colonies then use Tetsuko's ability to make them all unblockable. Blue's alongside here for Tetsuko's cost and to counter any spells that might deal 1 damage to each of your creatures.
