Yisan Sort of. I would not want to see, for instance, Yawgmoth's Bargain be legal in any bracket. But ban lists should be used judiciously, and many of the cards on the ban list struck me as "banned for casual".
TBH, I'd also like to see certain other legal cards (Hermit Druid, Mycosynth Lattice) put on the game changers' list. These are cards that if you're using them, you're probably up to combo shenanigans (either the instant-win variety like Hermit Druid or the stealth-Stax variety like Mycosynth Lattice + Null Rod ) and should be kept out of brackets 1 and 2, but should really be there for higher brackets to play with.

I honestly find "fair stax" a tad oxymoron (I'm assuming you know what stax is, so I won't bother explaining it), but here's some advice:
Any of the Praetors: Elesh Norn, Grand Cenobite, Sheoldred, Whispering One and Vorinclex, Voice of Hunger
Bitterblossom and/or Contamination (super mean, Ophiomancer, which I noticed you have, can be swapped in for Bitterblossom)
Also, tutors, tutors, tutors. But I understand if you choose to not use them
Mycosynth Lattice + Null Rod shuts down the entire game pretty much
Just some staxy options off the top of my head. I understand that some of these are for sure non-budget, being a budget player myself. Hope these suggestions help!

Or just play Knowledge Pool + Teferi, Mage of Zhalfir to lock everyone else. ;)
