Assuming Commander, Soldier of Fortune is a directly apt choice. Elvish Reclaimer does the job well. Lantern of Insight is okay. Myr Mindservant fits anywhere. Soothsaying is pricy for the effect but acceptable. Turn the Earth does it twice with additional utility. And Weathered Wayfarer is always great.
Whilst I assumed it went without saying, I'll say it anyway. Fetchlands are splendid for many reasons; shuffling is one of them.

Should read 'shuffling is important', not 'shuffling is opponent' above. If I were to add in red for the extra combat steps instead of blue or white then I would have cards like Soldier of Fortune. However Emergency Powers mentioned above seems great at doing this so probably will go with blue and white (just hesitant to go three colours).

I can see Soldier of Fortune as pretty annoying but I don't think it's worth running just to fight someone's Sensei's Divining Top. It's not that broken.
I like to Viashino Heretic someone's Sensei's Divining Top to make them use it's second ability... every turn. That's less mana they get to use the next turn if they want to cast it again.

If you run it and have the ability Madblind Mountain and/or Soldier of Fortune are good cards to run, that way if you move a wincon card to the bottom you can try to shuffle it back in.
