- if u give a manland a +1/+1 counter will it stay on after end step for the next time i activate it
- Ranger's Guile vs Hunt the Weak
- Does Hunt the Weak cause your attacker to tap or is this separate from the combat phase?
- If I play a sorcery or enchantment that says to “fight target creature” do the creatures keep their combat tricks?

Put a +1/+1 counter on target creature you control. Then that creature fights target creature you don't control. (Each deals damage equal to its power to the other.)

Hey man, your deck is very similar to my abzan scales deck. I made mine when Khans first dropped and have made small improvements to it but it's still a pretty consistent deck.
For creatures I do run 1 Abzan Battle Priest and 2 Mer-Ek Nightblade. I Appreciate the buffs they give but that's usually after a few turns. Ainok Bond-Kin and Abzan Falconer are also great to have as they come out earlier and give creatures first strike and flying. You already have the falconer of course.
For spells I run Citadel Siege, Brave the Sands, Bioshift, Feat of Resistance, and Solidarity of Heroes. Kin-Tree Invocation is also very nice. Recently I paid two mana to get a 9/9 spirit. For removal I use Hunt the Weak, Naturalize, and Putrefy.
Don't forget about proliferate. You're using Planeswalkers to create tokens which will work, but I always find that Planeswalkers are easily removed. Cards like Courage in Crisis and Grateful Apparition are cards I've been thinking of adding and they might work for you too!

Maybe Omen of the Dead instead of Disentomb because this deck likes enchantments and you can get the scry later. Hunter's Edge is better than Hunt the Weak unless you have an enrage trigger like that earlier comment or you want the creature to die. Both of those are unlikely. I wouldn't use either though, because they are too expensive. Prey Upon and Ram Through are way cheaper in terms of mana. These are just some good +1/+1 cards: Grakmaw, Skyclave Ravager, Enduring Scalelord, Conclave Mentor, Wildwood Scourge goes infinite with the scalelord, and AnafeNza is good for +1/+1 counters and locking down your opponent's graveyards.

Sol Ring and Command Tower are some staple budget cards in Commander. At TCGPlayer you can find Sol for less than $3 and Tower for less than $1. Congregation at Dawn is a good budget creature tutor with Gishath. Cast it the same turn you want play Gishath or the turn before to tutor for and arrange the top of your library with any three Dinos to cheat onto the battlefield. Forerunner of the Empire is a Dino tutor (puts the Dino on top of your library) and a repeatable enrage enabler when a Dino you control ETB.
Quartzwood Crasher is one of the better budget Dinos since it can be a repeatable source of Dino tokens since many other Dinos have trample especially with Ghalta. Crasher combines well with Garruk's Uprising which can be a repeatable draw source and can give all creatures you control trample. Ripjaw Raptor has a powerful enrage ability to draw a card when it takes damage. Rhythm of the Wild makes all creatures you cast uncounterable and it gives nontoken creatures when they ETB the option of haste or make it bigger with a +1/+1 counter.
With Orcish Lumberjack sacing a Forest you control can make four mana since you can tap the Forest for mana before you sac it which can be a quick way to ramp into Gishath or other Dinos. Farseek is two drop land ramp that can search for a dual land such as Stomping Ground, Canopy Vista, Cinder Glade. At TCGPlayer can get Vista and Glade for less than $2 each.

Hey MPriest....its Pasic. Neat deck but i dont see the use of Thud only Deadbridge Goliath has a graveyard effect .... so instead consider Go for Blood, Hunt the Weak, Pit Fight or Savage Punch. No graveyard if thats what you want, but same damage and keep your creature.

Those lands are great additions I hadn't thought of!
In terms of cuts, I think I can make a few suggestions.
Gruul Locket for New Horizons, Explorer's Scope for Hunger of the Howlpack, Darksteel Pendant for Entourage of Trest, Brightwood Tracker for Horned Kavu, Bladed Pinions for Mutant's Prey, Reap and Sow for Rolling Thunder, Mwonvuli Acid-Moss for Hunt the Weak.
I try to make subsitutions that make sense with mana cost and\or function as much as possible.

Great start! You have pretty much all the good kicker cards. I think you could focus a bit more on the secondary theme of Hallar, which is +1/+1 counters. Hallar doesn't care where the counters come from, which means you don't actually need that many Kicker cards to make him deal tons of damage.
Hunger of the Howlpack is a great addition to the deck, being one of the most efficient counter-givers in Pauper.
Elven Rite, New Horizons and Soul's Might are all very efficient ways to get lots of counters on your Commander.
Mutant's Prey and Hunt the Weak are great removal spells for your deck that is chock-full of +1/+1 counters. Feral Contest also isn't bad.
Ivy Lane Denizen is a must have in this deck. You make plenty of tokens, which can either make Hallar massive or simply make your 1/1s into 2/2s, which is an incredible boost.
Longshot Squad gives most of your team reach. Aquastrand Spider also does it for a cost, but can also distribute counters. Spike Colony is a pretty beefy creature that can also give its counters to others. This can make combat very difficult for the opponent on top of all the synergy it gives naturally.
Horned Kavu is extremely useful in this deck, since it can re-buy so many of your ETB triggers for lots of value.
It's so hard to get card advantage in these colours. I would definitely play Entourage of Trest to try to keep up with Blue and Black decks. I also don't leave home without Rolling Thunder and Elven Cache in these colours as cards to catch you up in card advantage. You could also be running up to six cycling lands, namely Tranquil Thicket and Forgotten Cave. In terms of synergy, you could also go for Tishana's Wayfinder and Brazen Buccaneers.
I would also think about adding all the mediocre +1/+1 counter distributers, like Bond Beetle, Kujar Seedsculptor, Ironshell Beetle, Scrounging Bandar, Satyr Grovedancer.
