What is the best way to use Teferi, Temporal Archmage
is it as a commander or in the deck as a regular planeswalker (and if it's in a deck as a regular planeswalker what type of deck does he shine the most in other than superfriends atraxa stuff)

I liked him for a bit at commander, even on a budget you can get him out turn 2 or three with things like Mana Vault then tutor for The Chain Veil and go infinite. You can also just lock opponents out with Static Orb, Stasis or Winter Orb. Just be aware a deck like that plays a very linear playstyle, if you're like me it gets old after a few weeks.

He is insane in competitive metas. You can completely shut down your opponents and then combo out. Nonetheless this type of deck is extremely pricey :/ (I own a lot of the cards needed but still 500 more to invest for a solid budget version....) You could also use it in a high tide deck and bounce creatures when your opponents get out of control (more relaxed style of play) until you have the chain vail combo (casting him again after using his - 1 with the chain vail will result in a new walker with all the additional activations from the previous time)

Everyone here is right. It should also be noted that Teferi's power level drops off tremendously when he's not heading this type of degenerate strategy. I would caution you against playing Teferi as your commander. If you want to do a mono U legend with more leeway, you have other options.

I used him as a backup for a combo using The Chain Veil and a few other pieces to use infinite walker abilities.
If you don't want him as part of superfriends then focus the deck around tap abilities so you can abuse his -1. things like Arcanis the Omnipotent would be good. get 2 uses in one turn, Fatestitcher would also be good.
He is great with tap effects and great with superfriends otherwise kinda useless as far as I'm concerned.
