Captain of the Watch and Thalia's lieutenant do not buff each other--at least not any more than any other humans. The soldier tokens are not humans; they're only soldiers.

I personally think that "humans" are a better white tribe than "soldiers", because you can throw in stuff like Mirran Crusader and Student of Warfare, but that's me.

Also--no Thalia, Guardian of Thraben? I realize this is "budget", but it's possibly the best white 2-drop in Modern (and every other format where it's legal) and a playset will only set you back about $20-25.

Overall I think your mana curve could be better and your deck is going in too many directions. Budget doesn't have to be synonymous with "unfocused." You should cut the high end stuff like Preeminent Captain and captain of the Watch and focus on low-curve creature swarm. Up the count on stuff like Boros Elite, Champion of the Parish, Honor of the Pure, etc.

Rusty_Shackleford, I would use Precinct Captain, but it's mana cost cannot be reduced to because its mana cost is instead of ! That is the only reason I have never used him in this deck.

i would recommend playing Thraben Inspector he is possibly the best 1 cmc human also gives you a draw and you for sure want to have Thalia's Lieutenant, Champion of the Parish at 4 copies, they are the best cards in the deck they make all of the other cards better.
