Does Scoured Barrens give you permanent land when tapped or is it just temporary?

No, they just give you 1 point of mana of that type (white or black
) whenever you tap it. Here are the specifics for the mechanic regarding mana production:
- 106.10. To ''tap a permanent for mana'' is to activate a mana ability of that permanent that includes the
symbol in its activation cost. See rule 605, ''Mana Abilities''.
- 106.10a An ability that triggers whenever a permanent ''is tapped for mana'' or ''is tapped for mana [of a specified type]'' triggers whenever such a mana ability resolves and produces mana or the specified type of mana.

Land and mana are different things. Scoured Barrens, Plains, and Swamp are lands, and the
and
symbols are the White and Black mana symbols, respectively. Lands are the most common source for mana, which is the resource you use to pay for spells and abilities. There are some lands that don't produce mana (Maze of Ith, etc.) and there are non-land ways to get mana (Elvish Mystic, Pyretic Ritual, etc.). Notice that a basic land like Plains has a big White mana symbol in its text box. This stands for an inherent ability that reads "
: Add
to your mana pool".
When you activate the ability of Scoured Barrens, it's just as if you were tapping either a Plains or Swamp for mana.
