I'm gonna walk the line between the deck help and the modern forums here, and I'll let Epochalyptik swing his hammer fit'ly.
I'm new to Modern and my LGS is making Wed nights modern night... so, just to bring something I threw together an Izzet (U/R) weirds/elementals deck (Blistercoil Weird , Kiln Fiend ), but I'm not certain which strategy/play style would be most effective in the format:
1) Pump (Titan's Strength ), evade (Distortion Strike , Leap of Flame ), and swing.
2) Tap/bounce/cc defenders (Vapor Snag , Hidden Strings ) and swing.
So my question is, again, which strategy would be most effective in the current modern meta?

Go for the pump route. There is no way you will consistently incapacitate all their blockers.
If you are set on this deck, I warn you that it is very fragile and won't perform as well as other options.

I think the best chance stealing a couple wins with a izzet deck, although still not good, is one of those glass cannon decks with blistercoil, Paradise Mantle and cantrips. Hope for a quick win, similar to infect. Imo, cards like Titan strength and leap of flame won't cut it in modern.

I know, GlistenerAgent, I'm going to slowly build Aura Hexproof (a Bant version maybe), but I'm just building this Izzet deck so I can start playing at my LGS and see what others are playing.
The only problem I forsee with the pump route is that I won't win races against Infect since I'd have to deal 20 damage by T3 by the time they smack me with 10 poison counters... and I'd have no response to Affinity decks swinging for x-teen flying lifelink damage.
I actually kinda expected to hear more praise on the CC route, except against goblin/swarm decks which I could just board in some Electrickery or something.

aFriendlyAlly: Paradise Mantle ? I am a newb still, especially to Modern, but how does mana tapping help aggro? And by Cantrips you mean combo-draw spells like Needle Drop or Psychotic Fury ?

I meant I played against a pump Izzet deck, I was using my Mono Black Control deck. I think if this is just an in the mean time deck u should just keep it mono color and save to get a better deck sooner. Mono Blue is similar and can certainly take wins.

I have all the cards for the deck: Izzet Modern (Need Help). It's already assembled. If I went monoblue I'd prob wind up needing a bunch of cards. This is mostly just to get in the door. I'll probably go 0-X, I'll keep that my expectation so I don't get disappointed. Meanwhile, I'm curious to at least try this, even though it hasn't beat my friend's monored aggro deck yet (but it has come close, within a turn, on a couple occasions).
The problem is I just don't have goyfs or snapcasters, so i can't play or afford 90% of the T1 decks, period, ever, unless I win the lottery.

Ideally the combo is get Blistercoil Weird out. Then equip Paradise Mantle . Everytime you play a spell, you get 1 mana essentially. So play any card thats 1 mana and draws you a card > get 1 more mana > repeat.
This article shows what I mean. I'm not sure about the actual spells most people use however. Its pretty much a combo deck that relies on getting 2 cards in your opening hard/ draw, but I assume you can cantrip to find the pieces. Its an unreliable but fun and cheap deck that can snag a couple wins.

Another possibility is Nivmagus Elemental , Kiln Fiend , Flamekin Harbinger , and cheap spells like the 4 phyrexian mana spells.

I played a pump Izzet deck last FNM. It couldn't win a single game vs real decks but I did see it win a game once against a Maze's End standard deck. lol So I would stay far far away from that.
