I believe the only option is to splash white for Ghostly Prison. Opens you up to more sidebaord opportunities as well I suppose.

thanks, ducttapedeckbox, frusciante7, DevoidMage, sirbar, and addaff for all your help. do any of you know cards that might be similar to Norn's Annex that could work?

I'm not a 16-rack player but from my experience playing against it and seeing it played you don't really want to take any half-measures like Norn's Annex or ghostly prision.
I'd say run more removal to keep yourself alive. Also after peeking at your deck I'd recommend Victim of Night over Doom Blade, or if anything a 2/1 split. Neither is ideal but Doom Blade has a higher probability of being a dead card in my opinion.

I don't think 8rack is even close to competitive without Liliana of the Veil, Ensnaring Bridge, Thoughtseize, and Inquisition of Kozilek at the very least. Without those, the deck you have in its current form is much worse than just about any other deck you could build for $60; Infect would be better, Mono-green would be better, Burn would be better....

I'm in this exact situation with my 8 rack deck. Removal seems like the way to go. Not always consistent, but I found Necroplasm + Darkblast to be my new favorite budget creature control cards in my price range.
Also a single copy of Spawning Pool helps in a pinch.

I'm not really sure how to help solve the issue while staying within budget... 8-Rack is one of those decks where even spending the money on it, which it needs, doesn't guarantee results. The money cards mentioned above are crucial to the deck, and make it stand a fighting chance. I personally liked Waste Not when playing it for a few months. Remember though, your opponent almost always has better top-decks than you, and without a rack or two, you're going to die to them. Necrogen Mists is a solid replacement for Liliana of the Veil, but still lacks the -2 for creature removal.

The card has its price for a reason. It's a unique ability that isn't replicated anywhere. Unfortunately if you want the effect, you'll need to pay up for the card.
