No. This deck is all about telling your opponent no. Not really so much in the way of counterspells, as I've only put 3 Counterbore's in here, but also with the Fog's, Boomerang's, Time Stop's, and Capsize's. The Information Dealer's allow you to stack the top of your library how you see fit to get the cards you need sooner. Throw a Time Stop on the Elite Arcanist and it's possible to do it on your opponent's upkeep every turn starting on turn 5. The Cold-Eyed Selkie's are there to help the deck along with card draw, as are the Inspiration's.
