So wait.. how are you winning here? Protect Tibbles until ultimate against creatures? Hard to do with random discard dropping fog at the wrong time. Self mill and then psychic spiral?
I love decks that come out of nowhere but I'm having a hard time seeing how this deck is meant to run, which may just be me being stupid. It's one of those days already.

You can infinitely recur fog, or any other instant or sorcery (like Dissipate ), with Mystic Retrieval and Runic Repetition . It's basically turbo fog with your win cons being self mill into Psychic Spiral or using Tibalt, the Fiend-Blooded to insurrection a creature heavy deck against aggro, or use his -4 against control since they will have few creatures, but lots of cards in hand.

@RogueArtificerI haven't done as much testing as I would like to, but I think you are right about the Runic Repetition . I'm going to start testing with -1 Mystic Retrieval and +1 Runic Repetition and see if that makes the engine a little more consistent.

While RogueArtificer is correct, more specifically, you can consistently get a Fog into either your hand or your graveyard with 4xChronic Flooding and 4xForbidden Alchemy at which point you just continually recur them with Mystic Retrieval and Runic Repetition .
I really should do the explaining in the description instead of redoing it in every comment.

Oh! Hadn't noticed an unlimited recursion was possible in the deck! And the mill seemed a little pointless to me at first sight, but you're using it on yourself to get the fogs, brilliant :)
In a match, I definitely would have underestimated your deck!

Yeah, the deck isn't really intuitive when just looking at it, and most people will underestimate a deck that tries to win using Tibalt, the Fiend-Blooded , it's kinda the point.

Yeah, I'm with RogueArtificer on this one, as much as I love (I mean LOVE) weird combo decks (I mean look through my decks; Combo infect, and splicers are both in there), this deck doesn't want an Epic Experiment . Does that mean I don't want to play a deck that does, no, if you have a good, budget, Epic Experiment deck, send me a link and I will probably try to build it at some point.

Hmm well i really want to make this deck now. Im kinda new to magic. I just started playing in the RTR prerelease and i have heard nothing but bad about Tibalt, the Fiend-Blooded . But i like the idea of trolling people. I just love troll decks in any game. +1 for budget troll build.

It's not meant to be a "troll" deck, it just makes games take a while. For me a troll deck would be if Tibalt, the Fiend-Blooded was the only win condition, instead of simply a win condition (I don't really like to troll, I just want to have fun, even if it makes my opponent a little mad) That said, thank you for the positive comments, and welcome to Magic. You can build the deck without all of the lands, but I would probably use basics over the guild gates, at least in this deck, you want all of you mana to come in untapped if at all possible, and Chromatic Lantern fixes your mana perfectly if you can get one out.

A few things to think about; We're thinking of dropping the card:Ranger's Guile, originally it was for Increasing Confusion , but after watching the deck play, I feel we only need one, as you are generally using it to win, instead of just for random milling. That opens up one free card. There are 2 main possibilities that I see, the first is to add a bit of draw power with Reforge the Soul , the second is to add Treasured Find to pull non-spells from the graveyard.
Also after some testing we will be dropping the Chromatic Lantern to add 3 Gilded Lotus and put ourselves back to 4 Mystic Retrieval . The extra ramp from Gilded Lotus is more than a little helpful, and you really need the 4th Mystic Retrieval to keep the engine rolling for long enough to have all the mana you need to Fog every turn, and to set up a win condition.
I will be resetting the conversation after Friday, as well as updating everyone on how the deck did at FNM. It will reduce the clutter a little, and the older comments are mostly outdated as those changes have already been tested and either made or tossed aside.

Have you considered Mirror-Mad Phantasm ? It works fairly well with Psychic Spiral .

The original engine isn't mine, it originally was turbo-fog with Psychic Spiral being the only win condition main board, but Tibalt, the Fiend-Blooded is just a fun, ironic way to in games. If this is good enough, we may end up taking it to a local store that is really competitive, just to how hard they rage at losing to Tibalt. (I feel the the troll I promised never to become....)
But yes, the deck is amazingly budget, save for the land base, and with all the land search, you may be able to cut back on that a little, but it will hurt the effectiveness of the deck a little. We thought about throwing Tamiyo, the Moon Sage in the board, but we didn't want to run any real cards, where's the fun in that?
