Casual-ish Miracles

I've always liked the miracle mechanic and have always wanted to build a deck around it. Well, I finally did, and here it is Jeskai Miracles. It's mostly casual since I've always loved Thunderous Wrath but I can't afford expensive lands for a three color deck and also Force of Will and things like it. What I'm mostly looking for is a manabase that is semi-consistent that doesn't use fetches or shocks since those are expensive af, I just don't know the options that are out there. Also if anyone has budget options for Ponder / Preordain that don't sacrifice too much in the way of power they would be much appreciated! TY to all who reply!
smackjack: Scroll Rack would go realllly well but yeah out of my budget unfortunately.

Try Evolving Wilds and/or Terramorphic Expanse in lieu of real fetches.
Scry lands aren't worth much in a legacy environment. If you're going to have ETB tapped lands for the sake of budget, I highly suggest Evolving Wilds. You still get some color fixing, and most importantly, they combo with Brainstorm to shuffle away your junk afterwards.

xtechnetia: I was using the scrylands instead of duals but you make a great point about the tapped fetchlands. Those will be making an appearance.

I was gonna suggest Scroll Rack but i guess thats out of your budget if you are looking for budget alternative to Ponder ...
