Ideas for a Rayney day, Mono Blue brew

Hi all,
Fairly new to the EDH format and looking to brew something with
Rayne, Academy Chancellor
. I'm not sure though what the deck could do. My playgroup is casual but they run some high power decks so I'd like a build that can hold it's own.
I'm not too keen on a self-mill win, no ill will if you do I just personally like feeling I've beaten my opponents is all. Infinite combos and things like that I'm happy to do.
So I'm wondering what ways can you brew with her? I don't want to spent a fortune. Luckily I've already got a
Isochron Scepter
and
As Foretold
which seem useful.
What ways can I go with this deck?
I've thought wizard tribal, voltron and/or artifacts. Are there efficent ways to direct opponents spells to you? Could you load your deck with enchantments like
Frogify
to disrupt your opponent's game?
Any ideas welcome! Especially mono blue win cons. Thank you!

That's brilliant thank you K1ngMars! I think out of all those potentials money and theme wise I'd have the most fun with Naru Meha, Master Wizard , plus she'd be a good one to help me understand the stack better.

I'd say you'll need a good understanding of the stack and of rules in general before trying to play a Naru Meha deck, but it will certainly make you a better control player, giving you important lessons on when to interact and when to wait: that's resource evaluation, and it's probably one of the most useful things for an MTG player to know how to do.

That's a lot to cover.
I'd say that, first, you haven't picked a very active commander, not one that synergizes with any combo or has abilities useful for a finisher.
Rayne isn't fit for a Voltron deck, mainly for her lack of abilities useful in that regard. Also, mono blue isn't the best colour combination for Voltron either, so I'd skip that strategy completely.
Rayne is a good passive drawing engine, but remember: she triggers when something you control gets targeted by an opponent. This happens (usually) when something you control gets destroyed, exiled or debuffed. So this is the price you've got to really use her for her ability.
On the artifact side, you're definitely in a good colour, but I feel your commander isn't helping you with trying to pull off any combo.
That's why I'd suggest trying to look out for another commander. Here's a list of "cheap" ones money-wise (so no Urza, Lord High Artificer ):
