Chalice of the Void vs. Leyline of Sanctity

Both are good hate cards.
Leyline of Sanctity hits, burn, all discard effects in BG decks are dead cards, basically anything that requires targeting a player is useless once its on the field.
Chalice of the Void punishes decks that rely on cheap spells with the same cmc (if you can rump up the mana fast enough), so its bad news for burn, and probably for things like affinity, merfolk, zoo, etc.
Which is the better option (assuming one has the means to hardcast reliably both if necessary)?

I don't quite see how you could compare those two honestly, cuz they fill in completely different roles.
It's an easy thing to say but it depends on your meta : if you face lots of affinity / boggles / infect / lantern I'd say go for Chalice.
If you face more often Ad Nauseam / Jund / Burn / Scapeshift / Grixis I'd say go for Leyline (especially vs Grixis cuz they can't deal with echantments).
Note that for burn and 8 rack matchups, both are pretty good options.
I'm a personal fan of Leyline because it shuts down a sh*tload of things but it also depends on the deck you want to run it in. In a GW heatbears / aggro I'd say go with Chalice because if you don't get Leyline in your opening hand you will most likely not cast it turn 4 (you'd rather slam a Thrun / Wilt-Leaf Liege, rite?). I know it for a fact : I used to run 3 Leylines in the SB of my bant delver deck (20 lands... almost impossible to hardcast it).
However I must say I've been quite disappointed with the leyline so far. I haven't used it a lot but it doesn't stop the burn decks as I'd like it to and hardcasting it is really tough.
TL;DR -> Your deck's mana curve + your meta should define wich one to pick :)

Generally, I would say Chalice of the Void is better.
As a burn player, I've found Leyline of Sanctity to be rather lucklusting. Yes, the card is a pain if it's slammed onto the board turn 0. Let's look at the cards it hits: Grim Lavamancer, Boros Charm, Lava Spike, Lightning Bolt and Rift Bolt.
Of course, this is a huge part of the deck. However, lets look at chalice: Goblin Guide, Grim Lavamancer, Lava Spike, Lightning Bolt, Monastery Swiftspear and Wild Nacatl.
If you are on the play, Chalice will almost always be better.
Furthermore, Chalice can also hit more decks than just Burn. You mentioned a few in the beginning, but it also hits: Affinity (at 0), Tron (they run a lot of 1 drops) and Infect (same).

I'm also for Chalice. It gives many decks a decent shot at winning an Affinity or Infect match, and also hits Burn, Boggles, Zoo? pretty hard.
I've recently started to main two in my UTron deck, and it almost makes Affinity a fair match if I get it out on T1 or T2. It also works wonders in some control games, at X=1 I was able to protect my Wurmcoil Engine from the pair of Paths they had in hand.
Ultimately it depends on what's hurting you the most. If you're having trouble dealing with burn to the face or hand disruption, then Leyline is probably better. If you're having more of a problem against aggressive decks in general, then Chalice will work wonders. I usually find that Chalice covers more ground though.

Chalice of the Void. It puts in more if landed on time.
I play BG Rock and have answers MB to both cards but Chalice of the Void on 2 demands an answer in order to win. Leyline of Sanctity is a small hiccup.

Chalice of the Void gets my vote. It's incredibly effective against almost every single deck in modern screaming deal with me or you lose if it comes down early enough.

Chalice is best if you can cast it for 2 turn 1 and you dont have any 1 drops in the deck. Otherwise leyline is better
