A New Budget Format: Legacy Lite

One of the most common criticisms of any fringe format is that it feels like legacy lite. People said it about tiny leaders, and they say it about pauper.

But what if we WANT a format that feels slick and streamlined like legacy, but costs soooooo much less?

Seriously, I've got a rough draft here, but help me out.

I present to you the following format: LEGACY LITE

Rules:

1) No rare or mythic cards. I may be willing to make an exception though. Pauper's biggest problem IMO is the lack of land fixing that ETB untapped. While I do not want this to be a format of fetches, ABUR duals, or shocks, I'd be open to some way of incorporating painlands or checklands.

2) No CMC above 4. Why not 3? Because I don't want Smother and Inquisition of Kozilek to be unconditional removal and discard, respectively. I also want Foil to be a "free" counter, but want to exclude Force of Will.

3) Paper, non promo, non FTV, modern frame printing. This one is complicated, so bear with me here. Because this is a "lite" format, budget is important. This means no Wasteland. My initial thought was to just go with cards after tempest, but I want cards like Swords to Plowshares and manlands like Mishra's Factory. Luckily for us, cards like Foil (mentioned earlier), Daze, Swords to Plowshares, Mishra's Factory, and Counterspell have all seen Duel Deck Printings.

4) Legacy Ban List. I'm sure we'll need to ban grapeshot at some point, but let's not make any hasty decisions.

So, what do you guys think? It maintains the fun compact nature of legacy decks while being more affordable than any format other than pauper.

Obviously this is a work in progress, and if there is no demand for the format then obviously it isn't worth devoting much effort to, but I think this holds a lot of potential as a fun, affordable format for those interested in playing legacy but who don't want to shell out for duals, FOWs, etc.

What is "modern frame printing" referring to? You mean like modern playable cards only? 8th edition on? Has to have been printed in a supplemental product if it was printed before modern frames?

The latter. It's a convoluted system that provides an imperfect solution to a serious problem.

Modern frame in this case would be anything printed in a standard legal set from 8th edition onward, plus anything printed in Duel Decks, Commander decks, and multiplayer sets like conspiracy, planechase, and planechase 2012.

This way we get some of the cool legacy cards like Mother of Runes while avoiding expensive staples like Wasteland and Force of Will.

To be honest I'd be willing to consider anything printed in a non foil form after 2000. So basically Masques onward.

What is the point of modern framed cards only? Its an imperfect solution to what serious problem? Card costs? Because there is plenty of old cheap cards and plenty of new and expensive ones, so you are not really solving anything there.

Also, I would be more inclined to call it "Modern Plus" or something rather than Legacy Lite, as it is basically sounding like modern but with a few added cards.

A little curious what the point of 4 cmc restriction is. Seems like you are just denying deck building options and format variety with no benefit.
