Nevermore Vs. Commanders in EDH

This may be better in the EDH forum, but its a general rules question so i wasnt sure.
Anyway. Nevermore prevents someone from casting a named card.
So my question is: will this work on a commander in EDH? If someone is playing Trostani, for example, can i name her with Nevermore effectively preventing my opponent from bringing her back into play again?

Nevermore says the named card can't be played. It doesn't care about the zone from which the card would be played, nor does it care about whether the card is a general or not. If you Nevermore someone's general, no player can cast that card.

I thought about making a U/W control deck around this idea with either Grand Arbiter Augustin IV or Gwafa Hazid, Profiteer as the generals and using cards like Meddling Mage, Nevermore, Voidstone Gargoyle, Pithing Needle, Phyrexian Revoker, and Linvala, Keeper of Silence to name a few.

If you do make that deck, be sure to run a Sun Titan to bring those cards back whenever they finally get rid of them!
