Although mono {U} is not my thing (I feel like it has a bit too much consistency baked in to be different enough every gameplay), there are a couple that I think could keep it fresh if you want a mono {U} keeper deck. Tekuthal, Inquiry Dominus seems like you can go several directions, maybe branching outside of mono {U} typical strategy a bit & +1/+1 counters, & some walkers thrown in can have you shifting strategies on a dime to keep your games fresh. Jalira, Master Polymorphist can be built powerful variance, getting to play polymorph & just big {U} fish would probably be a solid but different gameplay experience every time. I beat on that variance+game impact point because when you are limited on the amount of decks you bring to the table you want something that at least consistently does something but also isn't "samesy" every time.

Tekuthal, Inquiry Dominus is a great choice for you. Instant value the turn it drops since Atraxa is an End Step trigger.

Ezuri, Stalker of Spheres is another solid option - instant value as well.

I just put in Fynn, the Fangbearer and Swamp Mosquito to up the early poison interaction, as well as Roaming Throne, mostly just to double up Atraxa's proliferate ability... Tekuthal, Inquiry Dominus is similar to Roaming Throne, and Tekuthal interacts with more cards that aren't just Phyrexian creatures, but I think that Roaming Throne is worth the include even just for double Atraxa proliferate, just like Tekuthal is, and it does also interact with a few other Phyrexian creatures...

Also switched out Vraska, Relic Seeker for Vraska, Golgari Queen. Even though little Vraska's removal ability isn't as strong as big Vraska's, it does have card draw, and I think little Vraska's ultimate is probably more impactful on the game, as it could take out multiple players as opposed to just one. Little Vraska doesn't ulitmate immediately with Doubling Season or Vorinclex, Monstrous Raider like big Vraska does, but I think the cheaper mana cost and better ultimate are worth trade offs?
