So I too have a Rafiq deck who is probably my favorite commander as well and the only deck I have yet to dismantle for something else. Like you mine is voltron style but with much more of a focus on enchantments/auras vs equipment, mainly because I just love Theros and the theme of it.
I've noticed my decks biggest weakness is Rafiq being a huge target of removal. To combat this I have put in other creatures that serve as backup to continue to keep smashing face in. Bruna, Light of Alabaster works great bringing back auras from the grave and hitting like a truck in the air. Danitha, Benalia's Hope and Danitha, New Benalia's Light do a bit of the same with relevant keywords. Galea, Kindler of Hope helps grab new stuff. And I recently liked my addition of Timber Paladin.

So I have little info about pioneer format but no idea about the original deck.
With that in mind. You are in too many directions. This elspeth isn't too terrible powerful but you can build around it. Or you can go lifegain. Or you can to aura based (boggles) or you can try white weenie with hate/stax effects (can also be a tribe human or solders are decent). This is my initial thoughts.
Regardless you need to sculpt your top end. Mono white sucks at ramping. So maybe 4 effecive curve toppers likeDanitha, Benalia's Hope or elspeth then model your plan with the intention they will win the game in a turn or 2 when they land. Cut the angel that prevents you from losing due to damage. Probably cut the 3 1 creatures leaving the one that elspeth tutors only if you focus on her. Pioneer is a newer format feel free to browse scryfall or some site to see what is available to you or mtg goldfish to see what's good in pioneer. You can see what stikes your fancy.

Looking at the deck, cards like Archon of Falling Stars and Danitha, Benalia's Hope don't really contribute that much. They eat a lot of mana, and the deck doesn't have the enchantment/aura/equipment base to support them. Those would be my first cuts.
After that, look at every card above 3 mana and ask how it contributes to you winning the game. Your 4+ mana cards should mark strong pushes to victory, not just delaying tactics like Angel of Grace.
As for what to replace them with, choose a strategy and focus around that. I see the core of a decent white weenie deck, casting a lot of synergistic small creatures and pumping them. My suggestion is to look for creature in the 1-2 mana range with efficient stats and good effects, and build around speed and numbers.
