No, she doesn't shut down shocklands. Paying life for your shockland is not a trigger. It does not use the stack, you cannot react to it, just like you can't react to the creature type being named with a Cavern of Souls. Because the oracle text says "As ... enters the battlefield" not "When ... enters the battlefield".
It looks like the people defending her never played with Tocatli Honor Guard, Hushbringer, Torpor Orb or Hushwing Gryff and have no idea what the oracle text actually means. And Norn is worse, since it's every permanent entering the battlefield, not just creatures. Like Strict Proctor.

That's a lot of synergy, ramp, carddraw and wincons shut down by a commander. About 1/3rd of all your nonland cards. And that deck is going to have a hard time removing her too, by the looks of it.
Now there are a few cards that get better playing against Norn: bouncelands like Boros Garrison don't return lands to hand anymore, Kroxa, Titan of Death's Hunger doesn't need to sacrifice itself, but effects like those are not enough to catch up with the Norn player.
What's this "no game-winning effects in white" everyone is talking about? Cathars' Crusade will end the game in a hurry, especially if you pair it up with something like Blessed Sanctuary. Double up on every O-ring effect. Stonehorn Dignitary will keep you alive, especially if you play Teleportation Circle and Conjurer's Closet, as one definitely will in this deck. Felidar Retreat and Emeria Shepherd with all your Land Tax effects will snowball into an enormous boardstate easily. Solitude will rule the table. Sun Titan is still one of the most played white creatures for a reason. For carddraw that white wasn't supposed to have, Spirited Companion, Carrier Pigeons, Combat Thresher, Farsight Adept, Inspiring Overseer, Mentor of the Meek, Priest of Ancient Lore, Resistance Squad, Roving Harper, Rumor Gatherer, Search Party Captain, Skyscanner, Thraben Inspector, Wall of Omens all double up with Norn. Because everyone memed that white is a bad colour, nobody seems to know what the color has to offer. It could already hold its own without such a saltmine of a card for the command zone, and if you need this middle finger to half the popular deck archetypes to even consider building it, you do you, but prepare to be avoided.

Everyone loves Bureaucracy! I finally got this one sleeved up - please let me know if you have some bureaucratic favorites that I haven’t included. I have a stack of cards that I had to cut, but I may have missed some somewhere. I had initially intended to have Castle and Fortified Area and a bunch of walls, but the walls never had good enough themes for my liking. Things like Wall of Light and Angelic Wall are just too fantastical for the bureaucratic feel I was shooting for. Alabaster Wall and Steel Wall were the only two that really stuck. Anyways, let me know if you have any recommendations! The Carrier Pigeons are probably demanding a second chance at making the cut lol.

A bird deck? Without Storm Crow? Outrageous. Blasphemy. Perfidious.

Step One: Power and Glory

Step Two: True beauty
Swords to Plowshares. But get out of here with that squalid artwork. Ice Age gives us this beauty.
Step Three: Invoking fear
Aerial Assault. This is when you start playing Alfred Hitchcock's greatest film in the background. This instills fear.
Step Four: Round it all out
We have power, glory, beauty, fear, and an instant-win button. What is next? That is correct. Bird seeds. This is why I hired Soraya to disseminate them. She even gives opponents headaches with her activated ability.
Step Five: The purge
We need to empty out all of these bad cards from the list to make room for the mountain of birds coming in. Nexus of Fate is unplayable, Sensei's Top is questionable, and Sol Ring is useless. Try Aven Warhawk, Dragonstalker, and Carrier Pigeons. These are startlingly efficient flyers that almost do something sometimes.
Step Six: Commander falsehoods
Ramp never gets you anywhere. It adds no power to the board, cards to the hand, or birds to the game. The only two acceptable mana rocks are Seashell Cameo and Azorius Keyrune. They leastwise mention birds.
Step Seven: Cat birds
You must have both Skycat Sovereign and Pride of the Clouds. This is crucial. Cats are birbs, too.
Step Eight: Question my sanity
If you glue feathers to something, it is basically a bird. Why don't people know that Ragavan is a bird?! Heathens.
Step Nine: Profit maybe
Cast your Mimeomancers and Suntail Hawks, and cobble them together with a Keeper of the Nine Gales. May your feathery flight bring the greatest adventure, nevermore.
Step Ten: Good bye
Good bye.

As a premium Bird-tribal pilot, you could at least include the Ice Ace printing of Swords to Plowshares .
Carrier Pigeons wouldn't hurt either. xD
