Appreciate any help with my first deck build. A budget BU Control Deck

This is very first deck build. I am doing a black and blue control deck. I currently have 90 cards in this deck (46 Spells and 44 lands), but want to bring it down closer to 60 by moving 15 spells to the sidedeck, and removing 15 lands from the deck. I appreciate any suggestions that you have on improving this deck.
Here are some good decks I'd recommend for U/B Control on a budget by Saffron Olive over at MtG Goldfish:
Mono-Blue Faeries: a tempo deck designed to throw off your opponent's momentum so you can slowly chip away at them with cost-efficient creatures. Easily converts into U/B Faeries once you get a larger budget/win some packs or prizes.
Mono-Blue Tron: Uses Urza's Tower, Urza's Power Plant, and Urza's Mine to cast big, dumb spells, like Spine of Ish Sah, Staff of Nin, and Spell Burst.
8-Rack: A mono-black deck that easily splashes other colors that relies on making your opponent discard their entire hand.
U/B Mill: I'm not really a fan of mill decks in Modern on a budget, but it's about as U/B Control as it gets.
So for your deck, I'd recommend choosing one of those to build, then working on what you currently have to get started. You do have some good cards already in your deck, but you might not need to use all of your good cards because they may not interact with each other.
For some other budget options, you can go really far with a deck just playing Thought Scours (targeting yourself with the mill), Gurmag Angler, Tasigur, the Golden Fang, Evolving Wilds, Terramorphic Expanse, and Murderous Cut.

Consider
adding Duress
more Disperse
swapping Tidy Conclusion for 2 more Doom Blade
That's a bunch of editing so i'm not even sure what it looks like after that tbh, but it should perform better for you by a good amount just with that
